Pier permit, but no riparian rights?

We're considering a waterfront property near Annapolis ("had water access" "property is against the water" "On the waterfront"), but it says that the riparian rights do NOT convey. The listing also says that they have a permit for a pier in hand. My understanding was that you had to have the riparian rights to put in a pier, and I can't find anything to the contrary online. Can anyone with a better understanding of this help me understand what's going on here?

It sounds iffy to me because I can't understand how a pier could be built without riparian rights to the waterway in which the pier sits. What body of water is the property located near?
