Thats a very broad question and can have many answers depending on what you see as your investment thesis.
Are you asking about is it a good investment as a rental property? About price appreciation? The combination of the two?

depends on the neighborhood.
more established areas in NW, you won't see robust growth...just steady year on year growth. more up and coming neighborhoods - noma, h street, waterfront, petworth, etc. - you have more upside, but it's less guaranteeed and there could be a bubble.
but overall...i say it's generally a good place to invest compared with the surrounding suburbs. if DC continues to become more dense, it'll definitely help keep property values stable and growing.
on a related note - thoughts on what happens to DC home values if Congress/POTUS eliminate the mortgage interest deduction?

No - people act like DC is the Shangri-la of living, but it is far from it.
