Could anyone recommend a good "silent" investor or investor group that is currently looking to finance flips? I'm particularly targeting western Prince William and northeast Fauquier Counties in VA. Thanks.

It's not my area but I'd recommend that you network in your community. Ask your CPA, dentist, lawyer, business relations about how they are utilizing their IRA's.
You can also find an investor list by searching the county records for properties sold for all cash/no mortgage ... those are your cash on the barrelhead investors. You can hang out on the courthouse steps during foreclosure auctions ... who's winning the bids (other than the banks)?
Avoid Hard Money Lenders, build private money relationships.
Networking, Relationships, and Being a Giver rule the day. Once people perceive that they can trust you and you can prove them right, you'll have money coming out of the woodwork.
Personally, I use a home equity line of credit. Perhaps that's an option for you.
Finally, find an amazing deal first ... the money will come. Find a meh deal , not so much.
