How does a critical area designatio n affect property assesments and values

We are still looking at a waterfront property. 1/3 of the property, the portion closest to Lake Washington is going to be designated as a Criical Area by King County standards. The required stream buffer elminates the development potential of almost 13,000sqft of waterfront property (out of a 34,000 sqft lot)
Sure we would be able to enjoy the waterfront, but no one would ever be able to build a house closer to the Lake, the current house is almost 175' from the Lake and and anything closer would probably not be allowed
We feel that this impacts the market value of the property significantly. Is this a factual correction with the Assesor or an appeal?
Or do they not take it into consideration?

Is thisproperty affected by the 520 bridge construction?
I would call the assessor office for further exlpanation and what options the home owner will have regarding building closer to the lake.
