I'm not sure what they paid for it. I know it's odd that the sale didn't show up but I'm not sure what that means. Should I investigate more and how would I go about doing that?

What they paid for the house might provide a clue as to what they will sell it for. Does your agent have a contact with a title company who can look it up? Some agents can look these things up. I couldn't find anything on the county website but recall that for some things a visit to the recorders office is required to get info.
Property Sharks does not report a recent sale.

Since there are numerous properties that don't conform to the minimum lot size you quote that are completely permitted I suspect that they were either grandfathered in or were given an exception. For older homes the code in force when built is what matters unless a huge renovation is done. In the case of lot size that would not be required to change. Earthquake, electrical and plumbing among others would have to be brought up to code during a substantial remodel.

I agree.
They key here is the type/size of the renovation.
The other key is change or intensification of use. For example, if this property is currently used as an SFR, it would be impossible to convert it to multi-family unless one were to get a variance even if it could be done with a minor renovation.Variances are seldom granted.
