The above link to a NY Times article dated today is yet another indictment of THE BANKSTER GANGSTERS.
Apparently the San Francisco Assessor-Recorders Office has made public a new study in an effort to bring some justice to bear (pun intended).
Or perhaps this is all yet another example of some extremist conspiracy theorists imagination, huh?

It sounds like massive incompetence and corruption...but it is the same people who caused that mess that are working on fixing it so it should be no surprise.
