The procedure is to get your offer accepted by the listing agent. That's all that matters. They are the ones that will carry the offer to the bank and deal with all the BS to get a short sale approval letter with your name on it. That is why many buyers are going around their agent that spent the last 6 mos driving them around and writing offers, and approaching the listing agent directly.
