The rates at RPU have really gone UP the last few years.
Not only the rates, but also the misc. fees: now on top of the actual utility, there is a Customer Charge, and a Reliability Charge on top of that as well!
On my last bill, the charge for the actual water itself was only 65% of the Customer Charge. That seems like the equivalent of raising the water rates 250% !!
Same with the electricity rates: used to be the base rate was about 8c per kilowatt hour. Now the rates start at above 10c (so the rate was raised 20+% just for starters), then above 350 kw of usage, the rate used to go up a small amount, but now it jumps straight to 16.46c per kw hour. Thats a 63% jump. Then a customer charge has been tacked on, then a Reliability charge tacked on top of that.
Talk about a lot of BS on top of a lot of BS!
All of that is even before the dramatically raised fees for trash and sewer
Whats going on here??

Riverside is an owner/investor in the San Onofre Nuclear Power Plant. As you may know, it is currently off line and in need of major repairs, so this is likely causing the issues you describe.
