Anyone has any idea what a declaration of protective covenants means?

A declaration of protective covenants is simply a different name for rules & regulations, and also spells-out land use parameters, etc. and usually deals more with the relationship between the condo corporation and the town in which the condo corporation is located rather than the relationship between the condo corporation and the condo owners. Thank you very much for the explanation. Now, who enforces these rules? I am looking at a house that is in a subdivision that has been completed years ago and has a declaration of covenants from the builder. Does the builder has any right to enforce these rules years after they are finished building a subdivision?
