A declaration of protective covenants is simply a different name for rules & regulations, and also spells-out land use parameters, etc. and usually deals more with the relationship between the condo corporation and the town in which the condo corporation is located rather than the relationship between the condo corporation and the condo owners. I am looking at a house that is in a subdivision that has been completed years ago and has a declaration of covenants from the builder. Does the builder has any right to enforce these rules years after they are finished building a subdivision?

I believe the covenants covers all (or a group) of homes in the subdivision - so your neighbors can hold it against you if you break the rules, taking you to court if necessary.
I think the final question as to your resolution would best be answered by a knowledgeable real estate attorney to avoid any misinterpretation or misinformation.
