I am guessing this home was sold to a builder.  Does it sound about right?  I've never heard of one like this before.

It just looks like the listing was changed from one agent to another.  What's more intriguing is the price hike.  Was the property partially finished with the first listing?

No, nothing has been done to this house. The seller wanted as is sale needing TLC and has been on the market since early November.  This house needs lots of work.  

This house was originally listed on MLS and could be seen here on redfin.  In late or early February, the house went to pending do not show and the sign still stands that way.  However, it is now off the MLS.  But, I did find this:  http://www.zillow.com/homedetails/1424-Isabelle-Ave-Mountain-View-CA-94040/19529474_zpid/
