Street Drainage in back yard

I am looking at a potential property, the one item that makes me aprehensive is that there is a drainage pipe from a storm drain from the street to the backyard. In the backyard the pipe is exposed. The water appears to stand in the lower parts of the yard and stagnate for some time. Not being there during while its raining I cannot tell how bad it stagnates. Does anyone know the laws concerning public drainage into private property? Just trying to see who to talk to, or how much it will cost to repair.
